Advisory — From Problem to a Spec You Can Move Forward With

Advisory is a consulting service from Code for Israel that helps organizations facing a challenge, a change, or a restructuring find out what they actually need, and turn it into a professional, actionable specification.

Who it's for

Government ministries, municipalities, nonprofits and public bodies in one of these situations: an old system needs replacing and it is unclear what to replace it with; the organization is going through a merger, growth or restructuring; a previous project did not deliver what was expected of it; or there is a budget but still no clear definition of what to build.

How it works

We learn the organization, meet the people and map processes, systems and data; identify what is really stuck and separate the symptoms from the root cause; design the solution and define what is needed and in what order it should be built; and write the full specification — a document you can publish as a tender, send to vendors for quotes, or hand to a development team.

Advisory

From problem to a spec you can move forward with

Every strong solution starts with understanding the real need. Advisory is a consulting service from Code for Israel that helps organizations facing a challenge, a change, or a restructuring find out what they actually need, and turn it into a professional, actionable specification.

Our senior product and technology experts work with your organization to map how you operate, expose the real bottlenecks, and design the solution: what systems you need, what they must do, and in what order. No assumptions, no guesswork.

The outcome a full specification you can act on

You leave the process with a complete, professional specification you can put to work right away: hand it to a development team, send it to vendors for quotes, or take it to procurement, with full confidence that you are asking for the right thing.

Advisory is the first phase of our proven National Challenges methodology, offered as a standalone service for organizations that need clarity before they commit to building.

Who it's for

Government ministries, municipalities, nonprofits and public bodies in one of these situations:

An old system needs replacing, and it is unclear what to replace it with
The organization is going through a merger, growth or restructuring
A previous project did not deliver what was expected of it
There is a budget, but still no clear definition of what to build

How it works

1

Learn the organization

We meet the people and map processes, systems and data.

2

Identify what is really stuck

We separate the symptoms from the root cause.

3

Design the solution

What is needed, what each component will do, and in what order it should be built.

4

Write the full specification

A document you can publish as a tender, send to vendors for quotes, or hand to a development team.

The Challenge

Following the "Iron Swords" war, some of the evacuees from the Gaza envelope and the northern border have not returned to their homes, and these areas are seeing negative migration. The state and other bodies offer benefits to encourage settlement, but the information is scattered between different organizations, partial and inaccessible. Young people considering a move to the north or the Gaza envelope therefore struggle to quickly find the information relevant to them.

The Solution

In the consulting project we carried out a deep discovery with the foundation, which included an examination of the relevant target audiences, the needs on the ground, and the definition of concrete product requirements to focus the system the foundation will develop independently.

Latet

The Challenge

Latet manages the procurement, storage and distribution of hundreds of thousands of items worth tens of millions of shekels a year. Procurement planning is done manually, which makes complex mixes especially difficult, creates unnecessary expenses and operational failures, harms the volunteer experience and delays the delivery of aid.

The Solution

The consulting and support process included the discovery of a smart system for managing and planning procurement, one that centralizes everything in a single place — from tracking orders and procurement, through accurate quantities and price quotes, to examining alternative products in real time. The needs were then translated into the professional language of the company that carried out the implementation, while making sure it was executed as planned, up to the pilots and the handover.

Israel National Council for the Child

The Challenge

The "Children in Israel" yearbook gathers hundreds of tables and charts, but it is not accessible enough for researchers and decision makers. This harms the ability to base policy planning on full and up-to-date information.

The Solution

Within the project we defined, together with the Council, a technological solution for converting the statistical yearbook from a static document into an accessible digital data system, including a cloud database and a visual interface with dashboards, one that will allow the Council's teams to work with the data independently for analysis and decision making. The Council builds it itself, and we continue to advise and accompany it along the way.

Reuth Rehabilitation Hospital

The Challenge

Rehabilitation programs in the day-care clinic are currently scheduled manually, by trial and error, and require many working hours. Every program has to reconcile three constraints — therapist availability, patient availability and the required interval between treatments — and the result is sub-optimal. The challenge is to build a mechanism that can optimally schedule around 150 weekly rehabilitation programs, meet all the constraints, and at the same time preserve the quality of care.

The Solution

The consulting and support process for the hospital included a full definition of the needs and the requirements from a system that will optimally build rehabilitation programs for patients, locating a company with suitable capabilities, and translating and mediating the needs into technological language in front of the company, up to a full engagement between the company and the hospital.
